<div class="ce-paragraph cdx-block ce-paragraph--left">要知网消息，美线清关合规风暴再度升级！继引发退运潮的5H查验后，美国海关（CBP）监管矛头已从“查货”转向“查人”，9H代码查验（Invalid Consignee Hold）正式登场，核心打击无效收货人及进口主体资质。与此同时，老牌担保公司罗诺克（Roanoke，代码036）于4月22日发布通知，宣布5月起配合CBP新政，严查Bond使用合规性，导致大量历史Bond被提前至4月30日或6月1日集中封停，关联进口商（IOR）编号同步失效。9H查验本质为“文件锁死”，不开箱仅审核单证，一旦触发将面临高额滞港费且极难解套。此轮整顿直指长期存在的空壳公司、借用IOR及品类申报不一致等灰色操作，卖家需立即核查在途货物Bond状态，确保收货人信息与单证100%匹配，避免货到港即陷入“无人认领”的扣留僵局。</div>
