<div class="ce-paragraph cdx-block ce-paragraph--left">匈牙利竞争管理局（GVH）于4月28日正式对跨境电商平台Temu欧洲运营主体Whaleco Technology Limited处以总额约13.3亿福林（折合370万美元）的“罚款+赔偿”组合处罚，原因是其存在多项误导消费者的不正当商业行为。调查指出，Temu长期使用划线价虚假营造降价效果、无法证实“最高95%折扣”等宣传真实性，并利用“仅剩4件”、“1分钟前有人购买”等紧迫性提示向消费者施加不当心理压力。Temu在调查中采取了配合态度，承认违规并放弃上诉权以避免更严厉处罚。根据和解方案，平台需向中央财政缴纳约4.37亿福林罚款，并向在2023年11月至2024年9月期间下单的匈牙利消费者退还至少8.82亿福林，每位符合条件的用户将获得约2000福林（约5.5美元）的代金券或现金补偿。此次重罚标志着东欧市场对电商虚假营销监管的实质性收紧，卖家需尽快调整依赖虚假折扣与库存焦虑的推广策略，转向更合规的本土化运营。</div>
