Shein遭爱尔兰监管正式调查：欧洲用户数据“跨境传中国”涉违GDPR

<div class="ce-paragraph cdx-block ce-paragraph--left">爱尔兰数据保护委员会（DPC）于5月5日正式宣布，对中国快时尚电商Shein启动数据保护调查，核心焦点是其将欧盟/欧洲经济区用户个人数据传输至中国的行为是否违反《通用数据保护条例》（GDPR）。DPC将重点审查Shein位于都柏林的欧洲、中东和非洲（EMEA）总部在数据处理透明度、合法性基础及跨境传输机制上的合规性，强调数据出境必须确保达到“与欧盟境内同等保护水平”。此次调查是自2023年Shein设立都柏林总部以来面临的首个隐私专项审查，DPC副专员格雷厄姆·多伊尔指出，结合近期监管行动与投诉，向中国传输数据的问题已成为“战略优先事项”。鉴于DPC此前曾就类似问题对TikTok处以数亿欧元罚款并下达暂停传输令，Shein若被认定违规，将面临巨额罚单与业务运营的重大调整，这也标志着欧盟对中资出海企业数据合规的监管进一步收紧。</div>
